Panagiotis Pikrammenos

Deputy Prime Minister of Greece (2019-2023)

Panagiotis Pikrammenos was born in Athens in 1945.  Graduated from German School of Athens (1963) and Athens Law School (1968). Attorney at law (Athens bar) specializing in shipping law (1969-1973). He worked at Ince & Co London office (1972). Received the postgraduate degree DES de Droit Public from Paris II University (1974). Fluent in English, French and German.

Appointed, after competition, to the Council of State as an auditeur (auditor) in 1976. Promoted to the rank of maître des requêtes (master of petitions) in 1981. From 1988-1989, during his sabbatical leave, he attended postgraduate courses on European Law at Paris II University. He was promoted to the rank of Conseiller d’État in 1993. Has served as a member of several judicial councils, administrative and legislation advisory committees as well as a member of the Supreme Special Court. Was promoted to the post of Vice-President of the Council of State in 2007, and  was nominated as President of the Council of State in July 2009.

Under his presidency, the Council of State ruled that the first Memorandum signed by Greece as well as the Special Fee on power supplied buildings did not violate the constitution. Served as an advisor to the Prime Minister on public law matters (1991-1993) and as a member of the Central Lawpreparing Committee (1990-1991). He was President of the special law preparing committee on strengthening the framework for the protection of telephone privacy (statute law 3674/2008), president of the law preparing committee of the Ministry of Justice on integrating directive 2002/58/EC on privacy and electronic communications into the national law (statute law 3471/2006) and, finally, president of the law preparing committee of the Ministry of Justice on integrating directive 2006/24/EC on the retention of data generated or processed in connection with the provision of publicly available electronic communications services or of public communications networks and amending directive 2002/58/EC into national law . Since October 2005, in addition to his duties as a judge, he served as Director-General of the National School of Magistrates, post which he resigned as soon as he was nominated as President of the Council of State.

He served as caretaker Prime Minister (article 37 of the Constitution) during the period 16.5.2012 – 20.6.2012. Nominated Doctor Honoris Causa by the law school of Democritus University of Thrace in November 2012 and the  Panteion University  in October 2015. Grand Cross of the Order of Honour.
